Assistant Chief Officer, Operations

Compensation

Salary Range (Executive 1040 hay points): $123,395 – $177,380.

Responsibilities

The Position of Assistant Chief Officer, Operations is responsible to provide safe, reliable, clean, and efficient transportation service to SIR customers. Ensure that all Transportation, Mechanical, Rail Control Center, Crew Calling and Cleaning Services goals and objectives are achieved. The Assistant Chief Officer, Operations objective is to manage the maintenance and repair of rolling stock to provide safe and reliable service, by designing and monitoring workplace programs that re-enforce safe work practices that meet the Operations goals. In addition, the duties include but are not limited to the following:

  • Provides direction and guidance to Superintendents for their specific goals and plans, while evaluating the performance of subordinates in achieving these goals.
  • Ensure employees receive required safety and skills training.
  • Implement and enforce safe and proper work practices.
  • Establish and re-enforce practices and behaviors that enhance the skills and management development of subordinates in meeting key performance indicators.
  • Plan and implement efficient maintenance, inspection, and repair programs for rolling stock in accordance with applicable regulations Interact with labor unions to maintain lines of communication and cooperation.
  • Ensure maintenance, servicing and repair requirements are coordinated with other mechanical facilities, materials management, and other operating departments to optimize equipment reliability and availability to meeting Staten Island Railway’s performance goals.
  • Handle complaints from riders regarding service, equipment, employee performance and station conditions.
  • Review and analyze information pertaining to passenger flow characteristics, revenue collection, performance indicators, employee work schedules, timetables, and equipment utilization records; in addition to improving customer service and reducing costs.
  • Contribute input to operating budget creation; review and monitor monthly variance reports to ensure expenditures are within budget.
  • Work with Labor Relations related to Transportation, Mechanical, including but not limited to grievance, discipline, and personnel rules compliance.
Education and Experience

A Bachelor’s Degree in the field of Transportation Management or Public Administration; Twelve (12) years of related full-time experience, with eight (8) years in a managerial/supervisory capacity; or a satisfactory combination of education and experience.

  • Thorough knowledge of rapid transit operations and rolling stock procedures.
  • Thorough understanding of new technology.
  • Experience managing, directing and controlling a large multi-faceted transit operation.
  • Strong knowledge of SIR and Subways policies and procedures.
  • Strong knowledge of NYCT rules and regulations.

As an employee of MTA-NYC Transit, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $105,472 (this figure is subject to change) per year or if the position is designated as a policy maker.
