The Opportunity

The Infrastructure Department is comprised of five Branches, including three Design and Construction Branches, the Wastewater Operations Branch, and the Water Operations Branch. Key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment, and distribution; wastewater collection and treatment; and the design and construction of the City’s infrastructure including treatment plants, pump stations, roads, sewers, watermains, sidewalks, stormwater management ponds, water towers and reservoirs, etc.

Under the general guidance and direction of the Supervisor of Infrastructure Renewal Planning, the Infrastructure Technologist position is responsible for conducting comprehensive reviews of the current condition and performance of municipal infrastructure assets in order to develop infrastructure renewal, rehabilitation, and replacement strategies for the City of Barrie. Specifically, this position conducts research and site visits to gather, evaluate, and document data and information from various sources to identify the condition and performance of existing municipal infrastructure assets. Additionally, this position applies and utilizes asset management principles to support asset management planning, and infrastructure renewal, rehabilitation, and replacement planning.Furthermore, this position formulates and makes recommendations that lead to the investment in infrastructure renewal, rehabilitation, and repair activities. Lastly, this position manages and coordinates various projects to support the implementation and requirements of the City’s Corporate Asset Management Plan. The Infrastructure Technologist participates in and leads various components of the departmental and corporate capital planning process. Overall, this position plays an integral role in ensuring the City’s municipal infrastructure assets are maintained in a state of good repair in order to deliver the services that the City provides, while ensuring alignment with the City’s vision and goals.

Education (degree/diploma/certifications)
Three (3) year College Diploma in Civil Engineering Technology or related discipline
Eligibility for and willingness to obtain Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT)

Three (3) years of experience performing duties related to the above mentioned major responsibilities

General knowledge of the following legislation, regulations, or requirements: Ontario Traffic Manual Book 7: Temporary Conditions, OPSS standards
Working knowledge of the following principles and standards: infrastructure design, operations and construction; asset management concepts, principles and best practices
Demonstrated Ability to:develop, promote, and maintain relationships with internal and external stakeholders
exert physical effort for short periods of time
interpret and apply policies and procedures and use reason and judgment to develop conclusions and/or solutions to problems
listen to, interpret and understand information and ideas presented verbally
maintain a high standard of public relations at all times

read and interpret plans, maps, drawings and specifications
select and apply suitable mathematical methods or formulas to conduct statistical analysis to develop conclusions and/or solve problems

Basic computer literacy using the following systems and software: AutoCAD Map, SQL Server, asset management software, computerized maintenance management systems, and pavement management systems
Intermediate computer literacy using the following systems and software: Microsoft Office Suite (Access, Excel, Outlook and Word) and ESRI Arc GIS
Availability to accommodate deadlines or peak period workloads that may extend beyond designated normal workday hours or normal hours per week
