The Odisha Livelihoods Mission (OLM), under the Department of Mission Shakti, Government of Odisha, has released Advertisement No. 1385/26 dated 4 November 2026 for the OLM Recruitment 2026. Through this recruitment, 1,115 contractual posts across 57 position types will be filled at the State Mission Management Unit (SMMU), District Mission Management Units (DMMUs) and Block Mission Management Units (BMMUs) across Odisha. Online applications started on 6 November 2026 and the last date to apply is 5 December 2026, up to 11:55 PM. Selection is through a Computer Based Test (CBT) followed by document verification — there is no group discussion and no interview. The single biggest post is Block Manager, with 453 vacancies. Every figure below is taken from the official advertisement published on missionshakti.odisha.gov.in. Candidates tracking other Odisha openings can also browse our Latest Jobs section for state recruitments updated daily.
Four points most summary pages skip. First, the application fee of Rs 500 is refunded to candidates who actually appear in the CBT. Second, every candidate must have passed Odia in Class 8 or Class 10, or hold an Odia test pass certificate — this condition alone can reject an otherwise eligible application. Third, one registration can be used to apply for several posts, but your name, date of birth, mobile number, email ID, Class 10 roll number and exam-centre preference can never be edited after registration. Fourth, these are contractual mission posts with a fixed monthly remuneration, not regular government pay-scale posts — read the remuneration section with that in mind before you apply.

Category-wise break-up. Every single-vacancy state post is advertised against one Unreserved (UR) seat. Program Assistant has UR 4 and ST 2. At district level, District Mission Manager has UR 5, SC 1 and ST 2; each of the four Project Manager posts has UR 15, SEBC 3, SC 5, ST 7 and PwD 1; Accountant cum MIS Assistant has UR 30, SEBC 7, SC 10, ST 13 and PwD 2. At block level, Block Mission Manager has UR 99, SC 22, ST 53 and PwD 7; Block Manager has UR 179, SC 72, ST 202 and PwD 18; Block Accountant cum MIS Assistant has UR 137, SEBC 8, SC 34, ST 68 and PwD 10. Read the PwD figure as a horizontal reservation: it sits inside the other categories, so UR + SEBC + SC + ST on their own add up to each post’s total. One number deserves a second look — 202 of the 453 Block Manager posts are reserved for ST candidates, the largest single category block in this entire recruitment.
OLM Eligibility Criteria 2026
Age limit. A candidate must have attained the age of 21 years and must not be above 42 years as on 1 January 2026. This limit is common to all 57 position types, from Program Assistant to State Project Manager.
Age relaxation. SC, ST, SEBC and Women candidates get 5 years of relaxation. PwD candidates get 10 years, and this PwD relaxation can be combined with the SC/ST/SEBC relaxation. Ex-servicemen get relaxation equal to their period of defence service, subject to a maximum age of 59 years. Candidates already working with OLM face no age limit at all. One caution from the advertisement: overage relaxation is not allowed to PwD candidates with less than 40 percent disability.
Common conditions. (1) The candidate must be a citizen of India. (2) The candidate must have passed the Odia language in Class 8 or Class 10, or must hold an Odia test pass certificate from the competent authority. (3) Qualification, experience and every other condition must be fulfilled by the closing date of online applications, 5 December 2026 — a degree or experience certificate completed after that date does not count. (4) A married candidate must not have more than one spouse living, unless exempted by the Government, and must be of good moral character. (5) Candidates who have been debarred, terminated or removed from service by OLM or the Department of Mission Shakti on disciplinary grounds are not eligible.
Post-wise qualification. Almost every post in this recruitment asks for a postgraduate degree plus relevant work experience — 5 years or more for manager-grade posts and 3 years or more for executive and block posts. Only three position types break that pattern: Program Assistant (a graduate post), and the two Accountant cum MIS Assistant posts and two State Mission Executive posts that run on bachelor’s degrees. Check your exact post in the table below before paying the fee, because a wrong degree combination is the most common reason mission-recruitment applications get rejected.
| Post | Qualification and Experience Required |
|---|---|
| State Project Manager (Human Resources & Training) | Post Graduate/Master degree in Arts, Science, Commerce, MSW or MBA (HR) or equivalent from a recognised university; 5+ years of relevant experience |
| State Project Manager (Farm Livelihoods) | Post Graduate/Master degree in Agriculture, Horticulture, Veterinary, Fisheries, MSW, Social Science or MBA (Rural Management) or equivalent; 5+ years |
| State Project Manager (Non-Farm Livelihoods) | Post Graduate/Master degree in Social Science, Science, Commerce, MSW or MBA or equivalent; 5+ years |
| State Project Manager (Value Addition, Market Linkage (Farm & Non-Farm)) | Post Graduate/Master degree in Arts, Science, Commerce, MSW or MBA (Agribusiness) or equivalent; 5+ years |
| State Project Manager (Institutional Building and Capacity Building) | Post Graduate/Master degree in Arts, Science, Commerce, MSW or MBA or equivalent; 5+ years |
| State Project Manager (Social Inclusion & Social Development) | Post Graduate/Master degree in Arts, Science, Commerce, Gender Studies, MSW or MBA or equivalent; 5+ years |

| State Project Manager (Financial Inclusion) | M.Com, MBA (Finance) or MA (Economics) or equivalent; 5+ years |
| State Project Manager (Accounts & Finance) | M.Com or MBA (Finance) or equivalent; 5+ years |
| Additional State Project Manager (all 18 themes) | Post Graduate/Master degree in the discipline matching the theme — the same subject families as the State Project Manager posts above, with MCA/MSc (IT) options for the MIS and Digital content themes and M.Com/MBA (Finance)/MA (Economics) for the Finance, Audit and Community Funds themes; 5+ years |
| State Mission Executive (Livestock) | Bachelor’s degree in Veterinary Science or equivalent; 3+ years |
| State Mission Executive (Fisheries) | Bachelor’s degree in Fishery Science or equivalent; 3+ years |
| State Mission Executive (all other 18 themes) | Post Graduate/Master degree in the theme discipline — Computer Science, IT or MCA for the MIS and KMC themes; Commerce, Economics or MBA (Finance) for the Bank Linkage, Insurance and Finance themes; Mass Communication or Journalism for Knowledge Management (NFL); Economics, Statistics, MBA, MSW or Rural Development for Monitoring, Evaluation and Learning; any discipline for Office of the CEO/SMD and for RTI, Complaints, Assembly and Parliament Questions; 3+ years |
| Program Assistant | Graduate with PGDCA or equivalent; 3+ years |
| District Mission Manager | Post Graduate/Master degree in Arts, Science, Commerce, MBA, MSW or Rural Development or equivalent; 5+ years |

| Project Manager (Financial Inclusion & Accounts) | Post Graduate/Master degree in Finance, Commerce, Economics, Banking, Rural Management or MBA (Finance); CA/ICWA (Inter or Final) is also accepted; 5+ years |
| Accountant cum MIS Assistant (District) | B.Com with PGDCA, Computer Science or Information Technology (IT) or equivalent; 5+ years |
| Block Mission Manager | Post Graduate/Master degree in Arts, Science, Commerce, MBA, MSW or Rural Development or equivalent; 3+ years |
| Block Manager | Post Graduate/Master degree in Arts, Science, Commerce, MBA, MSW or Rural Development or equivalent; 3+ years |
| Block Accountant cum MIS Assistant | B.Com with PGDCA, Computer Science or Information Technology (IT) or equivalent; 3+ years |
Who can apply. There is no separate domicile certificate demand in the advertisement, but the Odia language condition in practice ties this recruitment to candidates educated in Odisha or willing to clear the Odia test. Reservation benefits follow the category shown in the vacancy table, so SC, ST and SEBC candidates should keep a valid caste certificate ready for document verification.
OLM Application Fee 2026
| Category | Application Fee |
|---|---|
| All candidates except SC, ST and PwD | Rs 500 |
| Scheduled Caste (SC) / Scheduled Tribe (ST) | Nil |
| Persons with Disabilities (PwD) | Nil |
How the fee is paid. The fee is paid online at the time of registration itself; there is no separate fee-payment window and no offline challan route. The advertisement provides for the fee to be refunded to candidates who appear in the Computer Based Test, so the Rs 500 works more like a refundable exam-attendance deposit than a sunk cost — but a candidate who registers and then skips the CBT should not count on getting it back. If you apply for more than one post, check the fee instruction for each post application inside the portal before paying again.
How to Apply for OLM Recruitment 2026
- Open the official website of the Department of Mission Shakti, missionshakti.odisha.gov.in, and go to the OLM Recruitment 2026 advertisement and online application link (Advertisement No. 1385/26).
- Read the detailed advertisement and the FAQ document for your post first — the qualification, experience and Odia conditions are post-specific.
- Register on the application portal with your name exactly as it appears in your Class 10 certificate, along with your date of birth, mobile number and email ID. These details cannot be changed later.
- Log in with the registered credentials and select the post you are eligible for.
- Fill the application form carefully — personal details, category, qualification and experience — and double-check the experience dates, because eligibility is judged as on 5 December 2026.
- Upload your recent photograph, signature, Class 10/HSC certificate, qualification certificates, experience certificates, identity proof and, where applicable, caste, PwD or ex-servicemen certificates, in the sizes and formats the portal specifies.
- Pay the application fee of Rs 500 online if your category is not exempt, and keep the payment receipt.
- Submit the form well before 5 December 2026, 11:55 PM, and download and save a copy of the submitted application for document verification.
One registration, many posts. You do not need a fresh registration for every post. With the same registration you can apply for additional posts through the “Apply for Post” option, but only one application can be submitted for any single post. Official messages about this recruitment come only from SMS/WhatsApp Sender ID AD-ODIGOV and the email ID noreply_olmrec@digialm.com — treat any other sender asking for money or documents as fake.
OLM Application Editing – What Cannot Be Changed
Editing stays open only inside the application window, from 6 November to 5 December 2026. There is no correction window after the last date.
Fields that cannot be changed. As per the official FAQ document, your name, Class 10 roll number, email ID, mobile number, exam-centre preference and date of birth cannot be edited at any stage after registration. A spelling mistake in your name or a wrong centre preference entered at registration will stay for the whole recruitment, so fill the registration screen slowly even if you complete the rest of the form later.
OLM Exam Pattern 2026
Each post has a single Computer Based Test paper that mixes a common syllabus with the domain syllabus of that post. OLM has published a separate syllabus document on the official website, running to about 101 pages, with topic lists for every position type.
| Item | Details |
|---|---|
| Total questions | 100 MCQs |
| Question split | Domain-specific syllabus of the post plus common syllabus (Logical Reasoning and General Mental Ability, Quantitative Aptitude, General Knowledge, General English) |
| Total marks | 100 |
| Marks per correct answer | +1 mark |
| Negative marking | −0.33 mark for each wrong answer; no deduction for unattempted questions |
| Duration | 90 minutes (120 minutes for PwD candidates) |
| Paper language | English |
| Exam dates | To be announced on missionshakti.odisha.gov.in |
How to use this pattern. With a one-third mark cut for every wrong answer, blind guessing across the full paper is costly: four wrong guesses wipe out more than one correct answer. The common syllabus is shared by all 57 posts, so reasoning, quantitative aptitude, general knowledge and English preparation carries over even if you apply for two different posts.
OLM Selection Process 2026
Stage 1 – Computer Based Test. Every shortlisted applicant sits the CBT for the post applied for. The test is the only scoring stage — there is no group discussion and no personal interview in this recruitment.
Stage 2 – Provisional merit list and document verification. A provisional merit list is published from the CBT, and candidates up to three times the number of vacancies for each position are called for document verification. Carry the originals of your Class 10/HSC certificate, degree and experience certificates, caste or PwD certificate where claimed, and the Odia language proof.
Stage 3 – Final merit list. The final merit list is prepared from the normalised CBT marks of candidates who clear document verification. Because the final list rests only on the CBT score, the written test — not seniority of experience — decides who gets the post among eligible candidates.
OLM Salary 2026 – Monthly Remuneration
These are contractual mission posts, so the advertisement fixes a monthly remuneration for each post instead of a government pay scale. State Project Manager posts carry the highest remuneration at Rs 72,450 per month, District Mission Manager follows at Rs 70,560, and the range runs down to Rs 16,560 per month for Program Assistant. Block Manager, the post with the most vacancies, carries Rs 19,080 per month, Block Mission Manager Rs 31,338, and Block Accountant cum MIS Assistant Rs 20,700. The post-wise table in the vacancy section above lists the exact figure for all 57 positions. The advertisement publishes only this monthly remuneration — it gives no DA, HRA or in-hand break-up, so any “in-hand salary” figure on unofficial websites is an outside estimate, not an OLM promise. Judge the offer as a fixed contractual amount, and weigh it against the fact that selection rests on a single CBT with no interview.
